I have resorted to going back the the time RIGHT before I became the Silver Shroud and just not give him the stuff until I can either get really good weapons and VATS or it is patched.

I can't save Kent, I go up to approch the BLOODY guy with the Silver Shroud costume on, I walk very slowly, and he starts the line of dialouge to get me into the negotiation, but then he starts the second line of dialouge, which is the one when he shoots Ken, I haven't even been able to hear the whole sentence of his first line of dialouge! I have watched video walkthroughs for saving Kent, and I think this is a bug.
